Inside a town, while it’s happening: Waynesville, Canton, and Maggie Valley each have a police non-emergency line below; that’s the number at night. Clyde’s police department sits in the Town Hall building, and outside office hours the county’s non-emergency dispatch line answers around the clock. Each town may also have its own noise rules within town limits — the town hall is who to ask about those during business hours.
Unincorporated county: county code bans noise “unreasonably loud, disturbing… and unnecessary” enough to disturb a reasonable person, and calls out a few examples specifically: loud music or TV between 10 PM and 7 AM, vehicle repair/testing during those same night hours in a residential area, and habitual dog barking. The ordinance doesn’t name an enforcement department outright, but the Sheriff’s Office already issues the permit required for vehicle-mounted loudspeakers under this same chapter — report a violation to the non-emergency line below.
What helps a complaint: the address, what the noise actually is, and how often it happens — code specifically flags noise repeating at least once every four hours as one trigger for “frequent.”
What to expect: a first report on an ongoing situation usually gets someone sent out; a single loud night rarely gets enforcement on its own — a pattern does.

The number for anything inside Waynesville town limits that needs an officer but isn't an emergency: a loud party at midnight, cars blocking a street, a dispute at a neighbouring house. For an emergency, dial 911. The department's page lists the non-emergency line only; no separate dispatch or records number is published there.
Canton Police Department

The number for anything inside Canton town limits that needs an officer but isn't an emergency. For an emergency, dial 911. The Town's page says the department is temporarily located at 105 Summer Street; it doesn't say for how long, so check the page before driving there.
Maggie Valley Police Department

The Town's page says to dial this number for non-emergency police matters inside Maggie Valley town limits. For an emergency, dial 911. Code and zoning complaints (not police matters) go to the Planning Department instead; see Maggie Valley Town Hall.

Office hours were not published on the Town's contact or Administration pages, so they're omitted here rather than guessed. Waynesville is the one town Haywood County's own Inspections Department excludes from its jurisdiction — inside Waynesville town limits/ETJ, the Town's own Building Inspections Department (number above) issues building permits and handles property-maintenance/junk-vehicle code enforcement instead of the county.
